Antigua Newsletter- May 2015

 

It is spring! Antigua will be a busy, exciting village this year. I hope you find this letter informative.

GOOD NEWS: Installation of new fences and siding will commence in July 2015. The 20 units on the north side will be the first section to receive the new face lift. We have hired a professional colorist to assist us as we determine our color palette for the next decade or so. I will be scheduling a town hall meeting for June in order for owners to review the renderings. Depending on funding, this project will take 3 to 4 years to complete. The colorist will also make some landscape recommendations as we move forward.

It is HOA policy that anyrequests for special maintenance and landscaping go to the HOA office or me. Our maintainers and landscapers are busy and have tasks to complete daily.

Construction hours:  We have construction happening every day in Antigua. A reminder to you and your renters the Member Handbook page 38, paragraph 9.9.9 states quiet hours for construction are 7 PM to 7 AM.

Plumbing and Electric: Emergencies normally occur on Friday at 5:30 pm. Please, before you or your tenants call a plumber or electrician, call the HOA at 619-423-4353 or after hours and weekends call the Safety Kiosk at 619-575-8100. If it is really an emergency the Maintenance Department or Safety will arrange for a timely solution. If the problem turns out to be one that can wait until Monday, you and the Association will probably save money.

Courtesy: Noise complaints are received by the HOA and myself frequently. Please remember and advise tenants that we have neighbors. Entertaining children occasionally is different than acting as an all day babysitter for your grandchild. Most of our residents love peace and quiet. Please consider your neighbors.

Renters and Information: Often I meet a renter that has no knowledge of the Member Handbook or any rules. Please ensure they receive all appropriate documents that affect living in the HOA including my newsletters.

Parking: Unfortunately, some of our residents wish to storetheir vehicle(s) on Antigua Court because the vehicle is not operational or they simply own several (3 or more). We have 108 units and there are approximately 88 available city parking spaces on the street and 8 guest spots at the north end of the village. That is less than one parking space per unit. Additionally, a few of our owners that offer vacation rentals do not rent the two car garage. A PT Cruiser, a green truck, a sedan and 3 SUVs still insist on violating our parking rules. CPD will be issuing tickets. New parking rules are being disseminated for public comment. "North end private parking will be 24 hours maximum and noparking in front of garages. Vehicles will be towed at owner’s expense."

Two garage spaces for vehicles are available for every owner. Please use them.

Cable and Satellite Dishes: CCHOA Member Handbook, section 9.7.4.1 requires Administrative Architectural approval for the installation of all satellite dishes. In the past two years, only a few residents have requested approval for the installation of a dish. We have many dishes installed on the roofing membrane of the building causing damage. Cable TV companies also run new cable for a unit instead of using existing lines, which exacerbates an already large problem of abandoned wiring on building exteriors.

REMEMBER: any changes to the infrastructure including additions to docks needs approval. We have had windows and doors changed and even a new window put in that did not request an approval.

Budget: You should have received the July 1st, 2015 to June 30th, 2016HOA budget. Look at it closely, if you have any questions they can be addressed at the June Village meeting. Earthquake insurance is not included this year but will be next year. There is still a question as to seawall coverage.

Dog excrement: I am noticing a large amount of dog poop on our artificial grass and even on the sidewalk. Please pick up after your dog; ask others to do the same and report violators to the HOA. It is unsightly, not neighborly, not healthy and common decency dictates the dog owners pick up after their pet.

Garages: Two community garages have had electrical problems. In the near future, I will establish a day to survey every garage. We need to ensure we do not have electrical problems that could cause a fire, therefore; a certified electrician will accompany me.

Grand Caribe Causeway: Our causeway landscape is being totally renovated in accordance with a plan developed by our Landscape Manager Frank Zottolo and put in place by our landscaping crew. The results will be outstanding and beautiful for years to come. Our Landscape Department is working hard every day to make improvements and we can look forward to new landscaping on our main boulevard and especially to the new plan that Frank is creating for Antigua.

Drought issues: Anyone seeing the news knows water is in short supply and we have been mandated by the State to save water. We have grown accustomed to green lawns and tropical plants that require what is now considered lots of water. In the future expect grass to stress and yellow and replacement plants that require less water. The days in the Cays with bright flowers that are changed frequently are quickly disappearing. We do live in a California semi-desert. BTW the rain fall in Coronado in the last 3 years is down about 50% of average.

 

Results of our recent Village survey

 

According to a survey of 35 owners our priorities for village improvement are:

 

  1. Installation of new patio and trash enclosure fencing.
  2. Replacement of mansard siding with standing seam roofing material.
  3. Removal of extraneous TV cable wiring from building exteriors.
  4. Landscaping improvement.
  5. Docks improvement/replacement.   
  6. Garage driveway paving.


    Specific votes: 35 of 108 units responded. Numbers do not add up since some respondents did not comment on all questions. I am reviewing all answers to the survey in order to determine what action, if any needs to be taken. The survey did provide a clear picture of owners priorities.
