Dear Coronado Cays Homeowners and Residents,

April showers, May flowers is the old saying and we are certainly experiencing that here in the Cays. It is nice to see buds and blooms coming out on so many plants as they start to flourish with the added sunshine. April is also the month the Board of Directors approves the annual budget, and this year is no exception. On April 27, 2023, the Board approved the draft budget. Most villages are programmed for an assessment fee increase along with a 6% or $8.23 increase in the Common Administrative fee. Some village newsletters reported a 5% increase in Common Administration fee before a recently announced 10% increase in EDCO trash disposal fees necessitated a revision. The higher fees are due to increases in trash disposal fees, electricity/gas, material costs, insurance, and wages for CCHOA and contractor personnel. The annual budget and disclosure packet will go out to owners in the mail towards the latter part of May. Please pay particular attention to the pages that provide exactly what each property address will be charged starting July 1, 2023. If you are paying by automatic deduction with a specified amount versus pay the balance, you will need to update your payment amount. Please make sure payments are scheduled prior to the 15th of the month, since late fees will be applied on outstanding balances after the 15th. If you want to pay for the entire year, please multiply the combined number (Admin Assessment + Village Assessment) provided by 12 and submit that amount to the CCHOA or Walters Management. We are placing the fee disclosure pages at the front of the packet this year in hopes owners will look at them and adjust their payments accordingly. Last year, we had approximately 20% of the owners paying the wrong amount for their assessment fee in the new fiscal year. This resulted in a significant investment of staff time making numerous attempts to contact owners and late fees being applied. Statements are being provided monthly to owners, please check to see if you have an outstanding balance and contact the CCHOA at 619-435-4353 if you need assistance resolving an issue or setting up automatic payments.

You should have received a mailer with the annual request for owner contact information and requests for Inspector of Elections and Village Director nominations. The CCHOA Annual meeting will be held on Friday, August 25, 2023 at the Loews Coronado Bay Resort. Village Director elections will be held for Kingston, Montego, Blue Anchor, Port Royale, and Mardi Gras Villages. If you are interested in volunteering or want to submit a nomination for director, please follow the instructions provided and submit the applicable form(s) to the CCHOA Office on or before the June 16th deadline. Directors are volunteers and do not receive compensation although they are appreciated for their hard work and dedication to our community.

Landscape Maintenance: Irrigation has been turned back on based on warmer weather and a lack of rain. Spring fertilizing has been completed and mowing/edging is being performed weekly. Crossman continues to focus on trimming bushes, cleaning up planted areas, combating weeds, and spraying for white flies. Enhancement crews installed new plant material at the Green Turtle causeway, fractured rock and new plant material adjacent to the Jamaica pool, new trees at the entrance to Bahama Village, drip irrigation at the HOA Boat Storage Yard, new backflow preventers and plants at Antigua Village, new color at the CCHOA Admin Building, new plants along the causeway at Grand Caribe, fractured rock and additional plants at the Blue Anchor monument, drainage in the Trinidad central greenway, drainage in the area adjacent to 65 Half Moon Bend, and new turf and plants adjacent to 13 Aruba Bend. Next set of projects include installing drainage/grading at Jamaica Village, additional plants and mulch at Antigua Village, additional plants in Kingston Village, and enhancements to the Bahama Village monument. 4G modems for irrigation controllers have been installed as well as vent screens on enclosures. Tree trimming in Trinidad and Bahama Villages, Green Turtle Cay, and deciduous tree trimming in Jamaica was completed. Tree trimming in Montego and Blue Anchor Cay along with palm tree removals in Antigua Village are scheduled for this month.

Reserve Projects: Completed projects since my last newsletter include:

- Jamaica Village clubhouse tile roof power washing

- Administrative Building parking lot lighting upgrades

- Antigua Village roof Parapet Wall Coping Installation

Projects already approved and in progress include:

- Pipe lining of water supply piping in Kingston Village (Approximately 99%, 69 of 70, completed)

- Renovation of the Cays Entrance Rear Wall (Contract signed and encroachment permit approved by City Council on May 2, 2023. Awaiting building and right-of-way permits.)

- Dock piling replacements in Jamaica Village (In permitting phase)

- Dock finger and headwalk replacements in Kingston Village (In permitting phase)

- Dock finger and headwalk replacements in Antigua Village (In permitting phase)

- Seawall repairs in Antigua Village (Approximately 90% completed)

Senate Bill 326 Exterior Elevated Element Inspections: The CCHOA Board of Directors selected A7 architectural firm at their April meeting to perform the required inspection of multi-unit condominium building balconies, landings, and stairways as mandated by California law in response to the balcony collapse in Berkeley, California in June 2015. The inspections are part of the 2023-2024 Reserve Project Plan and are required to be completed prior to January 1, 2025 and then every nine years thereafter.

Coronado Cays Park Master Plan: CCHOA Board sent a letter to the City respectfully requesting a fourth schematic be added to the scope of work for the Coronado Cays Park Master Plan. The additional schematic would model a design with 75% of the available area as unprogrammed and 25% for soccer. The Board felt this was a fairer representation than just three schematics with 100%, 75%, and 50% of the available space for soccer. General Manager Angelino attended the May 2, 2023 City Council meeting and reiterated the request. Additionally, Board members and the General Manager visited Civita Park in Mission Valley. Civita Park was designed by the Schmidt Design Group, the same contractor selected to develop the next Coronado Cays Park Master Plan. The CCHOA Board invited the City Council and Staff to visit Civita Park to see the numerous amenities provided there and the balance achieved between passive and active areas. Members of the Association are also encouraged to visit Civita Park in preparation for upcoming public outreach opportunities. CCHOA Staff continues to monitor the planning process and will provide updates as they are received. More to follow.

Code Enforcement Reminders: Each residence is provided two conveniently accessible, continuously usable off-street parking to be used exclusively…any vehicle parked in driveway that is not perpendicular to the street and parked longer than 72 hours is prohibited. Garage doors are to be closed at all times or when not in use. Any vehicle that is obstructing the sidewalk, for any length of time, is prohibited. Vehicles parked in guest parking longer than 72 hours are subject to being towed at owner’s expense.

EDCO Curbside Bulk Pick-Up Reminder: Community Cleanup Week is scheduled for the week of May 15 on regularly scheduled residential curbside collection days. Place unwanted bulk items on the curb along with your regular carts by 6 a.m. Bulky trash items typically include broken appliances, water heaters, furniture, old mattresses, yard waste, and other bulky household items. Residents are required to wrap mattresses prior to setting them out. Mattress disposal bags can be purchased at hardware stores or online. All yard waste will be recycled and must be bagged or bundled. Tree trimmings should be cut into 3-foot lengths and tied securely into bundles not greater than 18 inches in diameter. Hazardous waste and debris from contractors, landscapers or commercial businesses will not be accepted.

Montego Village: If you will be participating in EDCO bulk pick up, please place your items in the designated location outside of the gate along Coronado Cays Boulevard. Do not place them in or in front of the trash enclosures.

Kingston Village: HOA Safety will set aside five areas for bulk trash that are marked by cones. There will be two areas on the east side, two areas on the west side, and one area on the south side. Please drag your bulk items over to these areas. Please don't move the cones and do not place items in front of the trash enclosures.
