Trinidad Meeting Minutes MAY

Minutes of Trinidad Village (TV) Meeting

Friday 9 May 2014

 

The meeting was called to order by Trinidad Village Director Mike Durgin at 5:05PM in the Trinidad Village Clubhouse. Mike welcomed Nick Arther, Coronado Cays Homeowner's Association (CCHOA) GM who attended the meeting.

 

Mike informed attendees that he had accepted the nomination to become Village Director for another 2 year term since no other Trinidad homeowner expressed a desire to become his replacement. However, he made it clear that this would be his final term and that another Village Homeowner would need to run in August 2016. He stated that he would help indoctrinate anyone that became interested in becoming the next Village Director during his term so that they would be comfortable in performing this important volunteer position after he departs.Without someone else from Trinidad Village (TV) stepping up, TV would be nominally represented by the CCHOA GM. He also announced that the next Annual Meeting at the Loews Hotel would be held on Friday 8 August this year rather than on a the first Thursday in August as has been the past tradition. Mark your calendar!

 

The topics for this meeting included: (1) a TV dues assessment increase for th2014/2015 Fiscal Year and the reasons for the increase,(2) the progress toward having management responsibilities for the TVDI docks turned over to the CCHOA, (3) completion of the T-Mall Capital Landscape improvement project, (4) the need for a TV Safety Program Representative, (5) the HOA Board's effort and the status to update and restate the CCHOA Covenants,Conditions, and Restrictions (CC&R's), (6) general items of interest and the TV Holiday party .

1. Dues assessment increase for the 2014/2015 Fiscal Year

The 2014/2115 TV budget has been approved and it includes a 6.75% dues increase which represents an increase of approximately just a little over $10/month based on the average homeowner dues now being assessed. This represents the first dues increase over the last 5 years. The dues that go toward the HOA common areas remained the same, however the dues increase for TV was primarily caused by the following reasons:

Electricity and gas costs have increased 10% over what was budgeted.

Water prices have increased about 30%.

Insurance costs have risen over $13,000.

The burden for employee wages and leave have increased due to the additional work for the T-Mall Landscape Capital improvement project.

The cost to paint and refurbish the wood and metal trim and garages based on the most recent reserve study was under budgeted by over $24,000.

The need to refurbish the TV mail boxes had not been addressed and the mail boxes needed to be refurbished to keep them serviceable.

This nominal dues increase will allow TV to remain over 75% reserved through the year 2023. Failure to make this increase would have prevented our Village from properly funding our reserve requirements in the coming years.


2. TVDI Docks and Upcoming Projects

An agreement to turn over the management of the TVDI docks to the CCHOA is nearing completion. The details remaining to be worked out before the agreement can be formalized are apparently close to being resolved. As a reminder, for this arrangement the HOA will be given three slips to rent to Coronado Cays Homeowners. The income from the slip rentals will go to the CCHOA for management fees.  The estimate is that it will take about three years for the CCHOA to start seeing a positive income. In addition to these three slips becoming available to CCHOA for rent to Coronado Cays residents, the slip now leased by the CCHOA for use by off-water TV residents and their guests will become the property of the CCHOA. Any TV resident can get a key to the docks from the CCHOA office in order to get to this slip. This will allow off-water Trinidad residents to access the water and launch kayaks, jet skis, etc. Remember, TVDI Docks can only be sold or rented to Coronado Cays homeowners.

 

3. The T-Mall Landscape Capital Improvement Project

This project has essentially been completed and several TV residents have complemented the results. As our TV landscape coordinator, Sharon Blongiewicz deserves a round of well deserved applause for coordinating with our Landscaping crew in getting this job done! New benches have been ordered for both entrances to our T-Mall and should arrive within the near future. The CCHOA GM will also instruct the maintenance and landscape personnel to more frequently check the trash cans in the T-Mall to help prevent them from becoming overfilled.

 

4. Emergency Preparedness

We still need a Village resident to step up and become the TV Safety program organizer. Michele Junet is the CCHOA Disaster Preparedness Officer and will provide this individual with the information and guidance needed to organize and set up training for TV homeowners. Learning how to deal with home fires,neighborhood car accidents, earthquakes, and tsunamis in our Village could save the lives of our neighbors. Education and prior planning are keys to a successful safety program. Please contact Director Mike Durgin if you will agree to volunteer for this critically important job. TV is purchasing shovels, axes and other emergency equipment that will be available for use in case of a disaster. This equipment will be placed in a locker somewhere on the TV premises. Having the training on how to use this equipment is important if we are to successfully use it.

 

5. Updating/restating the CCHOA's CC&R's

The CCHOA Board has embarked on the process to update and restate the CCHOA Covenants, Conditions, and Restrictions (CC&R's) since they have not been restated/updated for nearly 19 years. The process will consist of reviewing the existing CC&R's to see if there needs to be changes based on current Federal, State (especially the Davis-Stirling Act), and City laws and ordinances. The CCHOA Handbook is also being reviewed for possible changes. Rules changes can be approved by the Board and then sent out for a 30 Day commenting period. The Board will review the comments and determine whether the rule should be allowed or whether it should be dropped, modified, or go before the entire CCHOA Homeowners for a vote to amend the CCHOA CC&R's. To amend the CC&R's requires 51% of all the homeowners to vote yes.

 

For your information, the CCHOA Board unanimously approved in March for our legal counsel, Epsten Grinnell & Howell, to proceed with reviewing the CC&R's, Bylaws, and other governing documents and draft suggested changes. The scope of work includes:

Compile existing CC&R's & Bylaws.

Review and revise CC&R's and Bylaws for compliance with current laws.

Board will then review suggested legal counsel revisions.

Membership then reviews and comments as appropriate on the proposed CC&R and By-law governing document revisions, then votes with 51% of thCCHOA homeowners required to vote yes before the revisions can take effect.

Any changes to the rules in the CCHOA Handbook requires CCHOA Board approval and then a 30 day homeowner's commenting period. The Board reviews the comments received and determines whether the rule changes will take effect.

Just a sample of some of the current CC&R amendments or rules changes that the Board is considering includes:

Increasing the minimum length of time homeowners can rent their property to something greater than the current 26 days required by Coronado City code.

Change maximum parking time from 72 hours to 24 hours.

Change completion time for remodeling from 9 months to 6 months.

Change new construction time from 15 months to 12 months.

Add a restriction on number of dogs per household.

 

All TV residents were urged to carefully read any rules changes that are proposed by the Board and make your comments known. I will ensure that no  CC&R or rules change is brought to a vote without all homeowners having an opportunity to read and understand the change and can then either make an informed vote for a CC&R amendment or comments for any proposed rules changes.

 

6. General Interest Items

It was decided this year's TV Holiday party will take place Sunday 4 December. Jean Bauer and Donna Love volunteered to organize this always fun event. The exact times and details of this party will be provided after they have an opportunity to work on specific details. In the meantime, all residents are encouraged to put the Trinidad Village Holiday party on their calendars foDecember 14. It will take place at the TV Clubhouse.

Installing the solar heater for our pool was delayed for cost considerations in thcurrent budget year that ends 30 June 2014. The solar heater should now be installed in the upcoming budget year starting 1 July 2014 in the July/Aug timframe. It is estimated that in 2-3 years wwill get our money back in savings on electricity.

It was suggested that the next Village meeting be held on a Saturday morning around 9 AM. Please let me know your best meeting times so I can schedule the next one with the best chance to get the most possible homeowners to attend.
