Blue Anchor Village Director- March News Letter

BLUE ANCHOR NEWSLETTER- MARCH 2018

There has been a lot of activity around the Cays in the last few months, so I thought you might like hearing the highlights. I would also refer you to our website at www.cchoa.org   for more details about CCHOA activities.


1.     2017-18 CCHOA BUDGET PROCESS- The budget process for next year is underway (we operate on a July-June fiscal year).  The annual operating budget for  Blue Anchor, as a custom home neighborhood,  is modest by the standards of most of the other villages.   Our monthly dues assessment of $151.48 is made up of two components: $123.95 for the "common" costs of staff, landscaping,sewer, refuse, and is the same amount for all ten villages.  The remaining $27.53 is for costs unique to Blue Anchor, primarily landscaping, maintenance, and an allocation for capital reserves.  This provides annual income this year of $48,792, which is allocated to an annual operating budget of $40,642 and an allocation to capital reserves of $8150. Decisions made in the•budget process will determine whether there are changes to either one or both of these components.  We are currently considering outsourcing all Cays landscaping services.  Preliminary numbers suggest we may realize significant savings with this alternative.  This matter will be reviewed by our Finance Committee later this month and its recommendation forwarded to the Board of Directors.  If you have any  input on this issue or any other budget matter, please contact me with your suggestions via email at dirblueanchor@cchoa.org You are also welcome to attend the March 22 and April 26 Board meetings, where we will be taking comments on the budget.




2.     BLUE ANCHOR LANDSCAPING-  Last year we expended most of the Blue Anchor capital budget to enhance the Blue Anchor sign and surrounding area.  One project we are considering for next year is to expand the landscaped area at the corner of Spinnaker and Blue Anchor Cay with drought-resistant plantings. This will reduce our irrigation needs, and will be done with capital funds from our reserves (while maintaining required reserve balances). If you have thoughts on this proposal,or other ideas you'd like to share, please contact me.



3.     VIEWING AREAS- You may have noticed the nice bench at the end of Blue Anchor Cay, positioned in a common area to provide a place to rest and enjoy the view of the channel and bay. The feedback on this improvement has been very positive, so we are planning to construct similar viewing areas with capital funds available in this year's budget in the common areas at the end of both Buccaneer and Spinnaker. The preparatory work for these projects will get underway shortly. The benches are on order and will take a few weeks to be delivered.



4.     ANTIGUA AND MONTEGO RENOVATION-  Major renovation projects have been underway since last Spring at both Montego and Antigua villages.  The total project costs are currently estimated at approximately $3 million and $2 million respectively. Our former Blue Anchor Director and HOA Board President, Helen Kupka, has been retained by the HOA to provide continuity, expertise, and focus on the management of these major projects. Improvements vary depending on the village, but include such things as re-siding, stairway repair, painting, re-roofing, asphalt and sidewalk repair. Both projects are on budget and have produced very satisfactory results. Completion of Antigua is imminent and Montego should be finished by the end of April. The costs will be financed by the unit owners through a special assessment, which each village approved on March 8. These projects not only have the benefit of enhancing the property values at Antigua and Montego, but they also add to the overall appeal of the Cays as a desirable residential community.
